
The Ukrainian Union of Chemists has filed an application in the Ministry of Economic Development and Trade of Ukraine about the initiation of a new defensive investigation into the import of fertilizers into Ukraine.
This was reported by the press service of the Federation of Employers of Ukraine, writes Kurkul.
The appeal was sent by the largest domestic producers of mineral fertilizers: JSC "DNIPROAZOT", PJSC «Azot» (Cherkasy), PJSC "Sievierodonetsk Azot Association", PJSC "Rivneazot", PJSC "Concern Stirol".
The investigation is about the import of the main types of nitrogenous fertilizers – calurea, ammonium saltpeter, CAN (cal-nitro) and СAM (сarbamide-ammonia mixture), irrespective of the country of goods origin and the exporting country.
"Carrying out a new investigation is an obligatory action, because initiated anti-dumping duties do not actually work and it's economical effect was minimal," said Union President Oleksii Holubov.
The effect of anti-dumping duties, which were put in to regulate the volume of imports, was ineffective for the following reasons:
- producers from the Russian Federation have found a scheme, thanks to which it is possible to circumvent Ukrainian customs legislation and the massive import of fertilizers;
- Russian producers began actively importing fertilizers into Ukraine through other countries – Belarus, Kazakhstan, Uzbekistan and Turkey.
"As a way out, we see the introduction of import quotas, which should be implemented in conjunction with other measures to bring the industry out of crisis. We assure the Ministry with all the necessary calculations, statistics and facts about the increase of the level of mineral fertilizer imports,” said Oleksii Holubov.
